Projects and construction sites
Italferr is the engineering company of Gruppo Ferrovie dello Stato [Italian Railways] which has the task of ensuring the actuation of investments in relation to infrastructure and technology in the railway sector through the realisation of “Projects”. In this context, Italferr fills the role of technical subject in the realisation of the investment, co-ordinating and developing the overall technical and managemental activities pertaining to the realisation of investments dedicated to strengthening/improving the national railway infrastructure.
The fundamental projects which have characterised the period of the final years of the last century until today were those relative to strengthening the national railway network through the realisation of the new High Speed/High Capacity system, composed of new dedicated routs and by the re-organisation/strengthening of the main Railway Hubs.
In projects concerning the re-organisation and strengthening of railway hubs, as in those relative to infrastructural and technological strengthening of the traditional network, Italferr directly assumes responsibility for Design, Construction Supervision and Project Management for the interventions. In particular, all the following activities are developed internally:
• Elaboration of feasibility Studies concerning infrastructures and transport systems
• Assessment of infrastructural investments
• Preliminary, Final and Executive Design for civil infrastructures and technological plant
• Environmental impact studies from feasibility studies (V.A.S.)to the E.I.A., to Service Conferences, up to environmental monitoring during works and post-construction
• Preparation of documents and accomplishment of calls to tender
• Project Management
• Planning and cost control
• Construction supervision and control during works, including therein all fulfilments in relation to Occupational Safety in building sites
• Inspection and start-up
• Activation
• Assistance in running
For the HV/HC routes, Italferr managed relations with the General Contractor and their assignees, in all the phases of design, procedures, authorisations, realisation and inspection – activation for the High Speed/High Capacity lines. In particular, it received the assignment of the tasks of Overall supervision which include surveillance over an innumerable set of activities which may be summarised below:
• Project Management
• Reporting on the elaborations of building design before building.
• Control of building activities at the work site.
• Verification and assessment of the progress of the works and the relative economic amounts.
• Control of project costs and design and construction times.
• Verification of completion and legitimacy of the authorisations and repossessions inherent to the works under construction.
• Verification of the correct completion of deeds which govern relations with Public Bodies and the public services Operators (water, light, gas, etc.)
• Examination and assessment of all the technical-planning, economic and scheduling aspects of the Variants to the project and during works, of the Technical Modifications and in general the Reserves proposed by the General Contractor.
• Verification of the activities inherent to homologation of the Technological Plant and materials constituting Track Equipment.
In the development of the activities relative to its role, the choices made by Italferr on a strategic and operational level, are developed on the basis of the main principles able to marry the various aspects which must characterise the project. Specifically:
System engineering (integrated systems)
Italferr supplies a complete package of activities and services which takes all the client’s necessities into account: from preliminary market studies to economic, financial and administrative services; from design to the realisation of the works, until their inspection.
Italferr supplies services under full service conditions
Planning and control
Italferr analyses the technical validity and realisation aspects of the works in each phase of their development, identifying design solutions which minimise realisation times and investment costs.
It elaborates cost estimates and handles planning and control of the activities of each project managed by the company.
Quality
For more than a decade, Italferr has held the quality certificate according to the norm ISO 9001 which places it among the most qualified engineering companies at international level. Subsequently its environmental management system obtained certification according to norm ISO 14001 on the part of the international organisation DNV. Moreover, Italferr was accredited as Inspection Organisation according to norm ISO/IEC 17020/2005 which allows it to carry out verification independently from the projects to be contracted.
Safety
Italferr has deep experience in relation to railway transport safety, certified by the safety index of Ferrovie Italiane, one of the highest in the world.
The Company:
develops control and safety technologies for the network and traffic, guaranteeing safety also in the work sites during the construction and pre-operative phases, as well as drawing up safety plans and consultancy for each time of construction.
Environmental Impact
Its attention to the environment constitutes a constant commitment for this Company, from study to design and realisation of railway infrastructures.
With regard to this, it is important to remember that Italferr accomplished certification according to norm ISO 14001 for its Environmental Management System, which allows it to design while safeguarding the environment and historical-artistic heritage.
All the phases presided over by Italferr are dealt with using coded process, organisationally divided into corporate operational structures set according to the technique and procedures of the Project Management.
Italferr has, through the years, reached an organisational size able to ensure managemental and productive abilities which place it at the levels of the most important national and international engineering companies.
