Project management
Preparation for a Project can be subdivided into three main stages:
the design stage, split into preliminary design, final detailed design and executive designnegotiations prior to the awarding of the contract under existing law
substantial progress in the work, followed by the activation phase for railway operation
The design stage also includes activity aimed at obtaining approval to grant authorisations from competent Bodies.
Italferr, to fulfil its own role, has based its own organisational structure on the Project Management technique and is in a position to ensure timely running of the aforementioned phases in keeping with basic production parameters:

Commissions taken on by Italferr may concern the entire productive cycle for a project (whole life project) and thus include the planning, negotiation and executive phases or be limited to just the planning phase or just the construction phase. In any event, each Project has a key figure associated to it who assumes the responsibility deriving from the assigned objectives, before the Instructing party.
It is the project Manager (PM) who is entrusted with representing Italferr in dealings with the Contracting party and with external bodies.
The PM heads a Procurement Team, leading a group of important professional figures:
the project Engineer (PE), responsible to the PM for project activities the Works Manager, responsible to the PM for the work being carried out
the project Controller (PC), responsible to the PM for sticking to production parameters (times, costs and procurement budget) and other co-workers who support these figures in procurement management activities
The PM is the guarantor for the Project’s execution as agreed with the Instructing party at the moment of accepting the commission and represents Italferr in every deed/action he or she deems he or she should initiate in developing the implementation phases of the commission. For this reason, the PM is granted special powers to make whatever formal agreements as may be necessary for the project development; agreements that directly bind Italferr as a company.
The Italian Railway Network, in its capacity as investment manager, nominates a “Project Representative” to whom the PM refers, for all matters connected with the execution of the Project commissioned.
Any situation or event that may impact on times and costs is immediately faced and assessed by the PM so as to apply, in due time, all the necessary actions to prevent any possible negative effect on the commission’s original performance in terms of times and finance.
Wherever it might be necessary to initiate certain actions pertaining to the Instructing party, the PM will contact the Project Representative so as to promote and develop effective joint executive action.
