Authorization procedures
The Services Conference is the basic administrative and legislative instrument to obtain approval for public works, including railways.
The Services Conference is convened to examine railway projects by the Ministry of Infrastructure and Transport (formerly by the Ministry of Transport and Shipping).
In practice, the proposing party (R.F.I./TAV) asks the Ministry to convene the conference, which is organised by the secretary of the Services Conference as an internal entity of the Ministry of Infrastructure and Transport with the full support of Italferr. The Services Conference is governed by articles 14 and subsequent of law 241/90, amended and supplemented by law 15/2005.
The purpose of the Services Conference is to submit a project's final plan to the entities involved for approval (urban and rural planning, environmental appraisal and whatever else may be required to obtain definitive approval).
The "final" Services Conference that approves definitive plans in accordance with urban, landscape and environmental aspects and all what can be subject to approval, is normally preceded by a "preliminary" Services Conference which examines preliminary projects to enable the entities responsible for environmental, historical, artistic and health protection issues to express the necessary conditions and elements for all subsequent approvals during the approval process for the final project.
The entire community is made aware of the convocation of the Services Conference and its conclusions by timely and suitable notices of where the project can be viewed and its final conclusions.
