FS Engineering partners with ANAC and the Italian State Property Agency

Protocol signed to promote BIM in public works

FS Engineering, together with the National Anti-Corruption Authority (ANAC) and the State Property Agency, today signed an important memorandum of understanding to promote the adoption of advanced digital information management methods and tools (BIM 4D, 5D and its evolutions) in public works.

The agreement, signed in Rome at Palazzo Sciarra, in the presence of ANAC President Giuseppe Busìa, Director of the State Property Agency Alessandra dal Verme and CEO and General Manager of FS Engineering, Dario Lo Bosco, aims to support contracting authorities in the proper application of the BIM platform, which will be mandatory from 1 January 2025 for new construction projects above €2 million, and for cultural heritage projects of over €5.38 million.

"The protocol will enable us to create new synergies with two important partners and develop further know-how for the benefit of the country as a whole," commented Dario Lo Bosco.

At present, the company digitally manages construction sites worth around €15 billion, and continues to invest in the development of innovative BIM platforms, as well as in the growth of skills both within and outside the sector, confirming its position as a driver of hi-tech and smart digital culture in Italy and around the world.

According to ANAC President Busìa, the use of BIM “promotes more efficient management of the contract award cycle, reduces the risk of variations and increases security, also contributing to preventing infiltration by criminal organisations.” Hence the decision to involve two entities, the State Property Agency and FS Engineering, with nationwide recognition for their expertise and operational capabilities in the field of process digitalisation.

The Director of the State Property Agency, Alessandra dal Verme, emphasised how the integration of BIM into digital public procurement systems improves knowledge of assets, for tracking every intervention and ensuring greater efficiency and safety in the construction and management phases of projects.

For FS Engineering, BIM is an industrial paradigm that “allows the entire life cycle of infrastructure to be managed with maximum efficiency, transparency and sustainability, thanks to the integration of engineering expertise and advanced digital solutions, improving project quality and optimising construction times and costs through the adoption of its own BIM 4D, 5D and up to 7D platforms, integrated with advanced virtual reality in construction site management”, Lo Bosco explained.

The newly signed protocol provides for the following activities:

  • analysis of the BIM processes currently used, in order to identify areas for improvement;
  • integration of BIM into the digital ecosystem of public contracts, including with regard to Digital Procurement Platforms (PAD);
  • training initiatives for professionals working in the sector, to spread skills and enhance quality in works design and management.

A technical committee will be set up to guide the activities and define the guidelines for this partnership.

The joint commitment of ANAC, State Property Agency and FS Engineering will contribute, thanks to the levels of excellence achieved by the three partners, to making public procurement more transparent, efficient and secure, encouraging innovation in the sector and promoting an increasingly conscious use of BIM in the life cycle of works, preventing delays and extra costs for the public purse and infiltration by criminal organisations.
